The Service Development Engagement Officer is a new role within the Service Development Team.

The Service Development Team is a new team that has been established to ensure that the Housing Advisory Service (HAS) has the knowledge and capability it needs to consistently deliver for those at risk of homelessness. The team is concerned with driving up quality, supporting service transformation and continuous improvement across the whole of the Service and oversees the following key areas:

Complaints and member enquiries.

Statutory reviews.

Data, systems and processes.

Staff training & development.

Communications - internal & external.

The Service Development Engagement Officer has a pivotal role to play in raising the profile of the Housing Advisory Service and supporting the Service with its transformation agenda.

The role will work with the HAS senior management team (SMT) to develop its communication strategy and act as communications lead for the Service ensuring a pro-active approach to its communications issues. This will include working to communicate and promote the Housing Advisory Service both internally with other Council services / departments and externally with key stakeholders in the public, voluntary and private sector.

Work with the HAS SMT to develop a marketing and communications plan that ensures effective communications with key stakeholders and that supports annual delivery plans that is aligned with the HAS vision and priorities.

Lead the development of campaigns on key housing issues on a local, London or national level including collaborating with relevant organisations to share, join up and/or key messages.

Support the development and delivery of communications plans for residents in the

Ensure the web page is up to date and meets the need of the Service providing clear and concise temporary accommodation portfolio information for residents.

Will work with the Service Development Manager in developing the Sharepoint platform for the Service to facilitate improved communication across the teams and ensure centralised system for the storage of information (e.g. policies and procedures, structure charts, presentations, publication etc.).

Support with the development of presentations to communicate the HAS transformation agenda, Service ambitions and good practice being delivered across the Service for both internal and external stakeholders. This includes producing case studies and good news stories for a range of audiences.

Support the HAS SMT in improving the HAS communications, reputation and identity consistent with the Council's communications strategy and corporate strategy and in line with the Preventing Homelessness and Rough Sleepers strategy

Be creative in the development of clear and integrated strategies using the full range of communications channels, targeted for key audiences and evaluated for outcomes.


Experience of successfully delivering communication activities, materials and campaigns across multiple channels with measurable outcomes.

A good understanding of implementing a strategic approach to marketing including effective targeting to key audiences and influencing behaviour.

Ability to manage multiple projects with budgets, deadlines and priorities.

Excellent written skills and the ability to communicate in different styles for different audiences.

An understanding of the role of maintaining a strong corporate brand and narrative.

Ability to work with senior management and managing relationships in a complex organisation.
